This memorandum examines the cumulative effect of development fees for similar types of development in different parts of the Truckee Meadows Service Area (TMSA) to understand the differences in total development costs. While each local government imposes development fees to cover the costs of service to new developments the cumulative impact of fees can be overlooked. The purpose of this analysis is to find what key factors affect financial feasibility of new development in different geographic areas and in particular what role water-related fees have on feasibility of new development. The analysis also examines the potential role for water-related fees and other fees to incentivize development in the TMSA infill areas (transit-oriented corridors and regional centers).
